decision analysis partners was selected by the Inter-American Development Bank for an important broadband project in Peru.
Situation
Although broadband communications services are readily available along the Peruvian coast, thousands of Peruvian towns and cities are either underserved or not served by broadband telecommunications services. The main reason is the difficulty of access to these communities and the high costs associated with providing services combined with relatively low expected average revenue per user (ARPU).
Study Objective
The lack of broadband access in these communities has a significant negative impact on economic development. Thus, the Government of Peru, through FITEL, its universal services agency, plans to connect all 195 provinces and most of its 1,838 municipal districts with broadband network access. This capability will connect schools, businesses, government offices, health centers, public safety organizations (police, fire, emergency medical, etc.) and individuals with each other and the rest of the world.
As part of this process, decision analysis partners is providing the following services:
- Review preliminary network designs developed by FITEL
- Review civil routes and recommend alternative rights-of-way for the installation of fiber optic cables
- Develop equipment designs for providing DWDM services on the backbone network to reach provincial capitals.
- Develop equipment specifications to be used in a tender to be released in the first quarter, 2013.
- Develop a comprehensive budget for CAPEX and OPEX
