In June 2003, the International Labor Organization (ILO) adopted a Seafarers’ Identity Documents Convention (No. 185) which requires ratifying states to issue secure Seafarer Identification Documents (SIDs) to its seafarers, including the use of fingerprint biometrics for identity verification. decision analysis partners LLC was tasked with the following under a U.S. Trade and Development Agency grant:
- Definition of the System’s requirements to meet local needs and be compliant with ILO Conference No. 185.
- Development of the system’s architecture that is consistent with local infrastructure realities.
- Development of Training and Implementation Plans.
- Development of cost estimates and an expense/revenue model.
- Creation of bidding documents and a proposal evaluation model and methodology.
- Identification of U.S.suppliers
- Preparation of a project impact analysis to assess the system’s developmental impacts for Indonesia.
The decision analysis partners LLC team was composed of experts in information systems, database technology, tender development, telecommunications, biometrics, ILO Convention No. 185, maritime law and the maritime environment in Indonesia. The study involved the design of the overall business strategy, the design of the systems architecture, the identification and modeling of financing alternatives and the preparation of tender documents.
RESULTS
decision analysis partners delivered a vendor-ready tender (RFP) containing all requirements for the Seafarer’s Identification Documents System. Also included was a comprehensive proposal evaluation tool to assess both the technical and cost proposals submitted, ensuring that Indonesia received the best value for its investment. The competition was subsequently won by the 3M Corporation, which implemented the system.
