decision analysis partners assisted the U.S. Coast Guard (USCG) with a project designed to accelerate implementation of tools and business processes that support a rigorous, disciplined, robust, repeatable approach to supply chain management (SCM) decision-making. To achieve this objective, the USCG acquired a proven Commercially Available Non-Developmental Item (CANDI)-based SCM business solution (henceforth, SCMS).

The Aircraft Repair and Service Center (ARSC) implementation strategy entails the “bestvalue” acquisition of a hosted solution where the vendor provides both the infrastructure (hardware, software, etc.) and support services (integration with USCG systems, user training, etc.). The objective of project provided ARSC with acquisition management technical support.  Specifically, the USCG needed support for the development of:

  • A technical Evaluation Plan and associated documentation;
  • An independent Cost Estimate; and
  • An independent Proposal Evaluation documentation evaluated each vendor’s written proposal and oral 

decision analysis partners was successful in providing an initial technical evaluation template, an independent cost estimate, a comprehensive review of all vendor-provided material as well as additional information in support of this project.
