Raymond Barber
Dr Barber is a senior executive and consultant with extensive experience in information technology, program/project management, telecommunications, emergency response and general management. He has significant international experience that has included projects in 25 countries on 4 continents.
His project experience has included strategic advisory for the acquisition of over 25 telecommunications and information technology companies in 10 different European countries. He also performed IT-related feasibility studies for financial institutions in Eastern and Southern Africa.
Dr. Barber has developed and implemented telecommunication networks for telecommunications carriers and large end user organizations. He has also developed strategic information technology plans for companies in diverse industries including the operations support systems for three telecommunications carriers. He has managed software development organizations, large computer centers and performed Business Process Re-engineering projects.
Dr. Barber has a Ph.D. (doctorate) from New York University’s Stern School of Business. He also has a Master of Science in Electrical Engineering and Mathematics from North Carolina State University and a Bachelor of Science in Electrical Engineering from the University of Denver. He has taught graduate and undergraduate courses in Information Technology at New York University and the University of Maryland at College Park.
Dr. Barber has been director of decision/analysis partners’ telecom practice since 2003 where he has directed a number of projects in Asia, Africa and Central America. Before that he was Vice President-Technology at 1eEurope International, an e-business software integration company based in London. He has also held executive positions at Prudential Home Mortgage, TRT Telecommunications, the Executive Office of the President of the United States (the White House where he was Chief Information Officer) and AT&T.
