Bernard MARKOWICZ, PhD, Managing Director
Dr. Markowicz has over 30 years of experience in the analysis and design of complex systems, and in the development of advanced decision support systems in the commercial and government sectors. He has led large consulting efforts in the United States, the Far East and Europe. Dr. Markowicz has authored papers and delivered conference presentations in the area of operations management, information and control strategies, organizations and systems in transportation, the supply chain and networking.
Ray BARBER, PhD, Director, ICT Practice
Dr Barber is a senior executive and consultant with extensive experience in information technology, program/project management, telecommunications, emergency response and general management. He has significant international experience that has included projects in 30 countries on 4 continents. His project experience has included strategic advisory for the acquisition of over 25 telecommunications and information technology companies in 10 different European countries. He also performed IT-related feasibility studies for financial institutions in Eastern and Southern Africa.
Jane Hunter, Director, Systems Architecture
Jane Hunter has more than 35 years’ experience in telecommunications and IT management, operations and strategy in large telecommunications enterprises, financial services companies and new technology ventures including AT&T and IBM. Janes has been with decision analysis for 12 years where she led or was a key consultant for projects U.S. government agencies, and for city and national governments in South Africa, Kenya, Uganda, Tanzania, Rwanda, the West Bank, the Eastern Caribbean and Brazil. Ms. HUNTER is also an OSS/BSS specialist and has authored the textbook entitled Telecommunications Billing Systems.
Melissa COOK, Director, Economics and Finance
Melissa is an internationally recognized expert on investing and doing business in Africa. She has advised investors managing hundreds of billions of dollars in assets regarding their deployment of capital in Africa and other markets. Melissa is a member of the Bretton Woods Committee, a nonpartisan network of prominent global citizens, which works to demonstrate the value of international economic cooperation and to foster strong, effective Bretton Woods institutions as forces for global well-being. In addition to leading the investment planning task, Melissa will assist with the development of the demand forecasting model.
Ralph JONES, Senior Consultant, Telecommunications
Ralph JONES is a rural telecommunications specialist who has worked with DAP since 2014. Ralph has developed and installed a variety of telephony systems including wireless and hybrid systems in rural areas. He has experience and expertise with wireless networks (cellular, Wi-Fi and microwave), Metro Ethernet, Optical (SONET, IP, and DWDM), cabling and data network design, and RAN commercial arrangements.
David BOWEN, Senior Consultant, Cloud and Cyber Security
David BOWEN is a senior technology consultant with over 40 years of experience in digitalization, systems architecture, and systems development for large and complex organizations. He has worked with military departments in the US, Canada, and other countries on systems architecture for intelligence and targeting. He is familiar, among others, with systems integration, internet technologies, computer security, system interconnectivity, object oriented design, UML, machine learning, expert systems, neural networks, modelling and simulation, MMI & UX design, knowledge management, ISO 15288:2015, ISO 12207, Waterfall/Spiral development/Agile/Scrum, PMI PMBOK, etc.
Vincent ROGER-MACHART, Senior Telecommunications Consultant
Vincent is a seasoned telecommunications engineer with more than 20 years’ experience. He has advised and completed assignments for a variety of governments, regulatory authorities, operators, and vendors. He carries out broadband strategy definitions, techno-economic appraisals, due diligences, regulatory decisions drafting, market analyses, public-private partnership implementation as well as the preparation of tender documents for open access networks. His expertise makes him valuable to address questions involving mobile networks, fibre optics, spectrum management, radio access, IoT, etc. He has a hands-on experience of network deployment and has been instrumental for the planning and implementation of innovative projects.
