DAP conducted a large postal reform project in Gabon . The reform project was sponsored by the Privatization Commission and included a number of analyses, workshops and consensus-building exercises that led to the definition of a detailed plan of action. The recommendations included the re-creation of Gabon Poste as a company that would include a wider range of services including the delivery of mail and parcels, financial services and governmental services. Gabon Poste would provide the private sector access to its real-estate infrastructure to enable the sale of associated and relevant products and services. The project consisted of a number of steps:
- A review of the laws and regulations with our legal partner Jones Day, with proposals for improvements,
- The evaluation of the (then) current situation, analysis of revenues, network, processes and personnel resulting in a series of proposed steps to reduce the structural deficit.
- A plan to re-organise Gabon Poste including the division in subsidiaries and the introduction of new services,
- The definition of a new national postal sector policy.
